Under direct supervision of the Environmental Compliance Program Manager, shall perform environmental compliance activities for various water, wastewater, stormwater, air, and waste projects such as collecting and analyzing data, performing investigations, and preparing reports and permits for submittal.
RESPONSIBILITIES

  • Assist with the investigation of complaints and suspected violations
  • Communicate with consultants and regulatory agencies regarding regulatory affairs
  • Prepare technical reports and presentations that explain their research and findings
  • Ensure changes in processes and programs are reflected in all documented forms and/or policies
  • Report to supervisor any observed or suspected acts of non-compliance
  • Perform other related tasks as assigned or required
  • Perform compliance activities for all water treatment and supply, wastewater, and stormwater operations, including the Aspinwall Treatment Plant, the Membrane Filtration Plant, pump stations, reservoirs/storage tanks, and distribution, collection, and conveyance systems
  • Conduct site inspections, audits, or other operational evaluations to ensure compliance with regulatory requirements and operating permits
  • Manage data, maintain records and prepare permits and reports for assigned projects including but not limited to stormwater, wastewater, air, and waste such as SPCC/IPC, Tier II, Storage Tanks, NPDES/MS4, Industrial User, Waste Oil, Universal Waste, Hazardous Waste, and Residual Waste
  • Assist with the coordination of internal environmental audits and assists with the implementation of follow up corrective action plans; ensures that all corrective action plan activities are completed
KNOWLEDGE, SKILLS & ABILITIES
  • Communicate effectively, both orally and in writing; work effectively in a team environment
  • Knowledge of compliance, water quality, water treatment, and risk assessment; strong familiarity with typical municipal water treatment and distribution system operational and maintenance requirements
  • Knowledge of the policies and procedures related to federal, state, and local environmental compliance requirements
  • Critical thinker and problem solver; possess sound judgement, logical reasoning, integrity, and good ethics
  • Establish and maintain effective working relationships with one’s supervisor, colleagues, outside agencies, government officials, community representatives, and the public
  • Proficient in Microsoft Office Suite, the ability to operate a personal computer and other office equipment as required
EDUCATION / EXPERIENCE REQUIREMENTS
The following requirements list the minimum education/training/experience required to qualify for this job. An equivalent combination of education and/or experience may be accepted.
  • Bachelor’s Degree in an Environmental, Biological, Chemical, or other related Scientific or Engineering discipline or field.
  • Two to three years of related experience.
GENERAL REQUIREMENTS
Applicant must present a current, valid Class C (Class 1) Motor Vehicle Operator’s License at the time of application or prior to appointment. A valid driver’s license must be maintained throughout employment.
Applicant must have permanent residency within one of the following Pennsylvania counties at the time of appointment and remain a resident within one of the noted counties throughout employment with the PWSA: Allegheny, Armstrong, Beaver, Butler, Fayette, Greene, Lawrence, Indiana, Washington, or Westmoreland.
SUPERVISION EXERCISED / RECEIVED
No direct reports / Will receive supervision directly from the Environmental Compliance Program Manager.
PHYSICAL DEMANDS

The physical demands consist of completing routine office work in a standard office setting, as well as perform physical work outdoors in extreme weather. The employee will work in confined spaces, exhibit full range of motion to complete tasks like climbing, balancing, kneeling, or grasping. The employee will utilize senses to see, hear, and talk, perform heavy work including lift and carry up to 50 pounds, work in loud conditions with vibrations, traffic, mechanical, chemical, fire, and explosive risks; work with respirators around odors, dusts fumes, mists, poor ventilation, and gases.
CONDITIONS
The noise level of this work environment is normally quiet; however, occasionally very loud. Regular exposure to general office noise as well as sounds associated with equipment and alarms. Occasional exposure to all types of outside weather conditions. Occasionally works near moving mechanical parts, heavy equipment and vehicles. Occasional exposure to lights, noise, fuels and chemicals associated with heavy equipment and water treatment/distribution. Subject to remain on duty beyond normal hours and/or recalled during emergency situations or other extensive periods.
MEDICAL EXAMINATION
Employment may be contingent upon the results of a post-offer (initial employment or promotion) physical examination performed by the Authority's examining physician.
DRUG TESTING
Employment may be contingent upon the results of a post-offer (initial employment or promotion) drug screening. Continued employment may be subject to drug, and alcohol testing conducted without advance notice and without individualized suspicion.
PRE-EMPLOYMENT BACKGROUND INVESTIGATION
Ability to successfully pass a thorough investigation consisting of a criminal history check, verification of prior employment and performance, reference, and credentials checks, and in some cases credit history.
