DEFINITION

Under general supervision, operates and maintains equipment and facilities of the water quality control system, and performs other related work as required.

EXAMPLES OF DUTIES

Monitors the operation of the wastewater treatment plant; operates treatment facility equipment such as settling tanks, pumps, activated sludge process, digester, centrifuge chlorinators to control flow and processing of wastewater sludge and effluent; monitors gauges, dials, meters and controls panels, and other recording instruments, interpreting results to determine processing requirements, and records data; oils, greases and cleans equipment; services and maintains a variety of plant equipment; extracts samples and performs laboratory tests and analysis; inspects plant equipment and facilities to locate and report needed repairs; performs general plant maintenance work, such as sweeping, cleaning, sanding, and painting; performs general grounds maintenance work; maintains routine and daily records; may have to work under adverse conditions.

MINIMUM QUALIFICATIONS

 

Knowledge of:The operation and routine maintenance of mechanical equipment, including pumps and electric motors; control procedures for wastewater treatment processes; tools, equipment and methods used in the overhaul, repair, adjustment and modification of stationary power equipment, and of the pumping, piping, and electrical systems used in a water quality control plant; sewage treatment processes and the laboratory tests used to check the effectiveness of such processes.

Ability to:Operate equipment used in a water quality control plant; make standard laboratory tests of sewage, receiving waters and sludge and interpret such tests; read and interpret gauges and recording devices reflecting plant operations; adjust treatment processes as indicated by plant conditions; perform mechanical repairs, maintenance work, and modification to equipment used in a water quality control plant; use various mechanic's tools with skill and accuracy; adapt to day, swing or graveyard work shift; follow oral and written directions; perform heavy manual labor involving lifting, carrying, kneeling, crawling and climbing; work in adverse conditions which require exposure to noise, noxious smells, gases, contact with wastewater, and risk of bodily injury; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

 

Experience:One year of experience in mechanical maintenance and/or water quality control plant operations.

Physical requirements:Moderate, and sometimes strenuous exertion required, including sustained walking, bending, climbing and lifting.

Education:Graduation from high school or equivalent.

License:Possession of a State Water Resources Control Board Grade I Operator's Certificate; possession of a valid Class C California Driver's License (including acceptable driving record).

II       HEALTH & WELFARE

A.      Section 125 Options: Unreimbursed medical expenses and dependent care plans available to all eligible full-time regular employees.

 

B.      The City’s contributions to the Cafeteria Plan Allowance  shall be as follows:

From the Cafeteria Plan Allowance employees must purchase the following qualified benefits:

 

  • City-sponsored dental/orthodontic insurance (Eff. 1/1/20 premium is $94.01)

Maximum Annual Dental Benefit:                           $1,000.00 Non-PPO/$1100 PPO

Maximum Lifetime Orthodontia Benefit:                 $1,500.00

 

  • City-sponsored life insurance ($50,000) Employee pays monthly premium of $11.75 ($0.235 per $1K)

 

C.   City-sponsored Short/Long Term Disability Insurance

Monthly Premium:                    $35.00 monthly

City Pays:                                $26.50 monthly per employee

Employee Pays:                        $ 8.50 monthly ($4.25 biweekly for 24 pay periods)

 

  1. Vision Reimbursement Program: Effective January 1, 2020, and each calendar year thereafter, employees and their dependents are eligible for a maximum reimbursement of $200.00 per year for frames or lenses.

 

OPTIONAL

 

  • Medical: PERS basic health plans offered and employees may purchase coverage with remaining monies after mandated purchases. If total monthly health premium exceeds amount of any remaining monies, employee pays difference via payroll deduction.

 

  • Voluntary Vision – Superior Vision offers coverage for exams and frames & lenses or contact lenses. Monthly premium varies from $8.14 for an Employee Only plan to $28.40 for an Employee + Family plan.   

 

  • Additional Term Life Insurance - Available in $10,000 increments to those Firefighters, Fire Engineer Operators and Fire Captains who have purchased Optional $4,000 basic term life in any amount between $10K and $750K not to exceed 5 times Annual Earnings for member. Also available for spouse and children. Rates vary depending on age of the employee.

 

III     CALL BACK - Employees called back to work will receive minimum of 2 hours work or, if two hours work is not furnished, minimum of 2 hours pay at time and one-half.

 

IV      SHIFT DIFFERENTIAL - Affected employees assigned to and who work other than designated day shift (7 a.m.-8 p.m.) shall receive $4.00 shift differential per hour for all hours worked. Effective year 2 $5.00 per hour and year 3 $6.00 per hour.

 

V       COMPENSATORY HOURS - Employees are paid for unused compensatory time not taken off within 6 months of accrual.

 

VI      SENIOR OPERATOR - Employees who have completed 20 years of service with the City of Daly

City shall be eligible to receive additional compensation to their base salary in the amount of S100 per month

 

VII     RETIREMENT - PERS 3% At Age 60 for classic members and 2%@62 for new

members per the Public Employee Pension Reform Act of 2013

 

3% @ Age 60 for Classic Members Effective 01/01/2013; Third Level of 1959 Survivor Benefit, One Year Final compensation, annual cost of living allowance (3%); Pre-Retirement Optional Settlement 2 Death Benefit.

 

2% @ Age 62 for New Members Effective 01/01/2013; Three Year Final Compensation

 

Employer contribution:       43.326% (includes 7.596% bond) effective 07/01/23

Employee contribution:      8.00% for Classic Members or 7.50%* for New Members

(* Effective 7/1/23 the new member rate increases to 8%)

The employee pays 0.75% towards the employer share of the PERS contribution.

 

The City pays 0% of employee contribution. In lieu, the City provides 414h, a one-time, irrevocable option for employee to elect to have his or her mandated PERS member contribution picked up by the City. Electing this option authorizes the City to designate the mandatory contribution on a tax-deferred basis.

 

VIII   SAFETY FOOTWEAR - Reimbursement up to $300.00 for purchase/repair of safety footwear. Employee shall make selection of appropriate type of footwear, subject to advance Department Head approval. 

 

IX      SICK LEAVE - Employees accrue sick leave at rate of 12 working days (96 hours) per year. Pay out (1/2 of employee's total accrued sick leave hours not to exceed 100 days or 800 hours of pay) applies ONLY at retirement, death, or abolishment of position.

 

Employees hired on or after 7/1/20 shall not be eligible to receive cash out of sick leave upon separation from employment.

 

X       VACATION - Employees accrue vacation days after completing years of service below.

XII     MILEAGE – Effective January 1, 2024 reimbursement rate is 67 cents per mile.
